Introduction to Framework
The benchmarking framework draws on the Government of India's ongoing initiative of standardised Service Level Benchmarks (SLB) for urban water supply and sewerage sectors developed by the Ministry of Urban Development (MoUD). It also draws on an extensive review of various international and national efforts, stakeholder consultations in various parts of the country, as well as pilot studies to test the framework and toolkit.
Rajasthan state have in their many development programs identified 'Goals' and 'Reforms' that need to be achieved for the water supply and sewerage sectors. The framework has adapted to these needs, and identified a set of Key Performance Indicators for Goals and Reforms, as well as Local Action Indicators that need to be achieved for city specific improvement.
